Alderman Rufus Blackley started out as a simple lumber merchant who knew a few cantrips, but his ambitions were greater than that. With his ample supply of money, he started experimenting with necromantic magic.
He eventually acquired political control of the island of Palecliff, and soon met Selena Blackmoon, a vampire who promised him the world. Selena turned Blackley into a vampire fledgling in a gruesome ritual.
